On behalf of Chairman Daniel E. Holland III, the NWCF Board of Trustees, and staff, we are pleased to announce the appointment of Thomas Callender as a Regional Director for the Washington, DC area. Callender is the Manager of Navy Programs for General Dynamics Electric Boat, where he develops improved customer relations with the Office of the Secretary of Defense, Navy and Marine Corps stakeholders for all business units of the General Dynamics Marine Division. As a Regional Director, Callender brings with him a wealth of defense, government, and military experience.
Callender previously worked for the Heritage Foundation as its Senior Fellow for Defense Programs, Naval Warfare, and Advanced Technologies. In that position, he conducted analysis on U.S. force structure, fleet readiness, and naval capabilities. During his naval career, Callender served on several submarines and on various Navy staffs including the Vice Chief of Naval Operations and the Deputy Under Secretary of the Navy. As Director of Naval Capabilities for the Deputy Under Secretary of the Navy, he led naval capability assessments across the spectrum of naval warfare that directly supported the Secretary of the Navy’s decision on major Navy and Marine Corps programs.
Callender is a graduate of the U.S. Naval Academy and Johns Hopkins University, with a bachelor’s degree in Physics and a Master of Science degree in Applied Physics. He is also a graduate of the Federal Executive Institute’s Leadership for a Democratic Society and Harvard Kennedy School’s executive development program.
